CLSIS: A SYNOPSIS

This webpage provides all relevant information about the CLSIS, one of the milestone accomplishments of the BAS/WORLD BANK project titled  "Statistical Capacity Building in the Rural Sector". The CLSIS is a local information system that can serve not only as an alternative source of data for the national statistical system. As significantly, it could also provide the mechanism for more targeted poverty alleviation programs. Through the information system, the needs and resources of a particular community are adequately matched leading to the identification, design and implementation of appropriate development and poverty mitigation programs. Further, it could assist to a great extent, in improving the over-all local governance.

Presented here in are the conceptual framework and the sequential procedures in developing the CLSIS. While the setting up of the prototype CLSIS was done in all the provinces of Central Visayas (Region VII), only the actual experience in Cebu have been discussed here since the development process adopted and the experiential learning acquired in all areas covered are basically similar.

The BAS considers CLSIS as a long term strategy for generating small area statistics. It is thus committed to continue and sustain its initiatives until it succeeds in developing a viable CLSIS model that can be replicated nationwide. The BAS is also willing to extend technical assistance to interested local government units (LGUs) in implementing the CLSIS in their respective areas.
